Allow us to send Push Notifications to multiple cards

Currently the system is limited to sending Push notifications to only 1 card.
So if we want to inform our clientbase, we have to repeat the process 9x to send pus to our clientbase :-(
- either allow us to select all/some cards as recipients for push (including deleted cards)
- Allow us to select the clientbase as recipients for push
